Security Analyst — Canberra

Position grade: LE-4 (Starting salary A$59,008/USD$33,817 p.a.)

Duties and Responsibilities

Basic Function of the Position

The Security Analyst is responsible for maintaining an account of reportable incidents in the Security Incident Management and Analysis System (SIMAS). The analyst compiles all suspicious activity reports, security incidents, crime reports into standard formats, and enters this information into SIMAS. The analyst also maintains and updates the archival permanent files. Analyst regularly analyzes reported information and provides interpretive summaries of the results, trends, and insights with recommendations for operational strategies and force protection actions to Regional Security Office. The analyst reports directly to Canberra Surveillance Detection Coordinator.

Major Duties and Responsibilities

  1. Responsible for maintaining and updating the Security Incident Management and Analysis System assigned (i.e., Post / Country / Region) ensuring that suspicious activity, security incident and crimes are properly entered into the system. The analyst is also responsible for informing the Bureau of Diplomatic Security Office of Overseas Protective Operations and the Chief Technology Office (PM SIMAS), of any problems or suggestions for improvement with the system to ensure responsive corrective action and proper prioritization and timely development of system enhancements. The analyst is responsible for establishing and updating a standard incident report format, to include a checklist of all information necessary for the proper analysis of each incident. The analyst is also responsible for maintaining the incident archival hard copy files, including digital videotape files and photographic files and other pertinent information. Such material must be properly filed and maintained to ensure the quick and comprehensive retrieval and access.
  2. Responsible for regularly analyzing the reported incidents and reports, and with input and information from other sources (e.g. threat briefings, regional reports etc) and providing interpretive summaries of results, trends, and insights with recommendations for operational strategies and force protection actions to the Regional Security Officer (RSO). These summaries will include analyses of trends, status reports of surveillance incident investigations, and statistical summaries of incidents with respect to relevant variables. Also provides analysis briefs to the RSO, NDPIM, the SD coordinator, SD team, key mission drivers, LGF supervisors, Residential Security and Mobile Patrol personnel, and, as applicable, to other mission personnel. In addition the analyst provides a daily list (including photos) of individuals and vehicles for all to be especially watchful for. These daily threat analysis briefs may include threat information provided by the RSO, NDPIM, and local authorities.
  3. Responsible for using, testing, and evaluating various analytic software, and other data visualization tools and techniques in various stages of research and development. Reports results and recommendations to the Bureau of Diplomatic Security’s Office of Overseas Protective Operations. Works closely with above organizations in defining a long-term research and development agenda for visual analytics to address the most pressing needs in research and development to facilitate advanced analytic insight. Assists Analysts, SD Coordinators, and RSO’s at other missions in the Region in applying appropriate analytic tools and techniques and in interpreting results. Assists Surveillance Detection Branch personnel (DS/IP/OPO) in training Bureau personnel worldwide in the proper use of these analytic tools.
  4. Reviews SD operational analyses of protected facilities, and frequently traveled routes of key mission personnel and compares results with nature and pattern of incident reports. The analyst maintains electronic and hard copies of such analyses for reference.
  5. Responsible for maintaining the inventory of all SD electronic equipment (including communications with equipment such as cell phones and radios), and ensuring that all such equipment is in good working order. Responsible for ensuring that the necessary supplies for such equipment (video tape, film, CDs, batteries) are on hand. Coordinates the purchase or procurement, and maintenance, repair or replacement of such equipment with applicable Mission sections.
  6. Responsible for other security-related duties as directed by the RSO.

Selection Criteria

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

  1. Completion of Year 12 (HSC) or High School diploma is required.
  2. Five years professional or academic experience in risk and decision analysis or statistics and statistical analysis is required.
  3. Level 4 (Fluent) written and spoken English is required. This will be tested.
  4. Working knowledge and understanding of computer systems, databases, statistical analysis software and visual analytic tools and techniques is required.
  5. Current and valid Australian Driver’s license is required.
  6. The ability to manage the work of others in a team environment is required.

NOTE: ALL ORDINARY RESIDENT APPLICANTS MUST BE RESIDING IN COUNTRY AND HAVE THE REQUIRED WORK AND/OR RESIDENCY PERMITS WITH 12 MONTHS VALIDITY TO BE ELIGIBLE FOR CONSIDERATION.

Selection Process

When fully qualified, US Citizen Eligible Family Members (USEFMs) and US Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

Additional Selection Criteria

  1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
  2. Current employees serving a probationary period are not eligible to apply.
  3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
  4. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
  5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
  6. The candidate must be able to obtain and hold a Sensitive But Unclassified security clearance.
